Technical Electricity Policy Analyst
• Degree(s) in engineering and/or technical related field with 1-2 years work experience in the power industry; or degree(s) in economics, business administration, and/or related field(s) with 3-4 years work experience in the electricity sector; or significant experience, 5 or more years in the electricity sector in a technically relevant position (control area operations; regional transmission organization; independent power producer; scheduler; regulatory organization; or highly similar experience).
• Writing sample required.
• Ability to work well under pressure, with shifting priorities and sometimes adversarial conditions.
• Highly proficient in computer software: Word, Excel, Power Point at a minimum.
• Proficient in communicating with both technical experts and non-technical persons, and a variety of public figures and officials.
• Ability to travel in North Carolina and domestically (under 20 percent of time).

NCSEA’s policy work has set numerous sustainable energy policy precedents for the Southeastern United States in the areas of energy efficiency, renewable energy, rate restructuring and mitigating global climate change. Position Description: The Technical Electricity Policy Analyst (Technical Analyst) works under the supervision of the Policy Director in a fast-paced, analytical policy environment to ensure rapid and accurate completion of all day-to-day policy activities. Work will primarily include analysis of electricity grid related policy information to support NCSEA’s intervention in Utilities Commission electricity-related dockets, collaborative creation of campaigns for strategic audiences, drafting and supporting passage of legislation, integration with NCSEA’s economic development and education programs, conference presentations and publications. The Technical Analyst will support the Policy Director in development and implementation of annual and long-term policy strategy. *****Responsibilities***** • Assist Policy Director in executing NCSEA’s short- and long-term policy strategy for sustainable energy. Provide analyses on which to base NCSEA’s policies on technical aspects of: distributed generation; electricity reliability; Smart Grid technologies; issues related to measurement and verification of energy savings resulting from energy efficiency measures. • Conduct industry standards and best practices research to inform NCSEA’s policy decision making. Review and write technical content, including, but not limited to, commission filings, legislative memoranda and technical policy content for the NCSEA website, and other publications. • Assist legal representation of NCSEA with technical analysis before the Commission to ensure the highest possible quality of input and participation. • Communicate NCSEA’s policy initiatives and successes at public forums and events, including presenting to technical and lay audiences. • Assist in building and maintaining alliances and partnerships with key individuals and select public, private and non-profit entities necessary to achieve policy goals and objectives. • Serve on advisory groups, committees, commissions, study panels, etc. as appropriate. • Execute general duties, including: assisting Policy Director with developing scopes of work and work statements for contracting technical experts; filing quarterly reports; providing information when requested by Policy Director or Executive Director; maintaining organized files on technical policy objectives; attending staff, Policy Committee and Board meetings as directed by the Policy Director or Executive Director.
