Energy Policy Attorney, Part-time


• Degree(s) in law, public policy, economics, engineering and/or related field(s).
• Demonstrated strong analytical and research skills, aptitude for technical concepts, confidence in communicating with both experts and non-technical allies, and participating in evidentiary hearings.
• 2 or more years experience in the practice of energy, utilities or regulatory law, or 5 or more years experience in the practice of another field of law with a strong interest in energy law and regulation.
• Ability to travel in North Carolina and domestically.
• Highly proficient in computer software, Word and Power Point.
• Ability to work well under pressure, with shifting priorities and sometimes adversarial conditions.

Non-profit salary commensurate with experience in a relevant or technical field of practice. Benefits provided.

The North Carolina Sustainable Energy Association (NCSEA) works to create a sustainable energy economy by promoting renewable energy and energy efficiency in North Carolina through public policy, economic development and education. This is an exciting and unique career opportunity for an experienced attorney to be part of the NCSEA policy team. NCSEA’s policy work has set numerous sustainable energy policy precedents for the Southeastern United States in the areas of energy efficiency, renewable energy, green building and mitigating global climate change. Position Description: The Energy Policy Attorney works under the supervision of the Policy Director in a fast-paced, analytical policy environment to ensure the integrity and credibility of NCSEA’s policy efforts. Work will primarily include policy and legal analysis and legal writing for NCSEA’s intervention in NC Utilities Commission (Commission) dockets, and may also include drafting and review of legislation for consideration by the NC General Assembly, and for local government policy needs. The Energy Policy Attorney’s work will be integrated with NCSEA’s market development and education programs, as well as other general policy research, analysis and outreach publications. As a member of the Policy Team, the Energy Policy Attorney will also support the Policy Director in facilitation of the Policy Committee and development and implementation of annual and long-term policy strategy. This position is 20 hours per week. *****Responsibilities***** • Assist Policy Director in executing NCSEA’s short- and long-term policy strategy. • Provide legal representation of NCSEA before the Commission, to ensure the highest possible quality of analysis, collaboration as appropriate, and to enhance general understanding of sustainable energy. • Assist on Commission filings and legislation, conducting legal and policy analysis, including writing briefs as well as review certain policy content for NCSEA website and other publications. • Supervise policy work of one or more legal interns and volunteer experts assisting with drafting of Commission filings. • Communicate NCSEA’s policy initiatives and successes at public forums and events, including speaking upon request at other organization’s and university events. • Assist where available in building and maintaining political alliances and technical partnerships with select organizations and key individuals necessary to achieve policy goals and objectives. • Assist with writing grant applications and in fundraising efforts if needed. • Serve on advisory groups, committees, commissions, study panels, etc. as appropriate. ***Must be licensed to practice law in the State of North Carolina and be in good standing with the North Carolina Bar.
